Web Counselling is a process of counselling candidates, who have passed Intermediate or its equivalent and qualified in EAMCET (Engineering Agriculture and Medicine Common Entrance Test) to obtain seats with their preferred subject in their preferred college. The APSCHE has introduced web-counselling for the convenience of candidates. The idea is to save time of students and parents instead of making them run to various counselling centers twice or thrice for choosing their courses and colleges for seeking admission.
The total web-based counselling procedure is meant for the candidates’ convenience in exercising options, selection of colleges and courses they intend to study. The complete procedure can be done at their choice of place online i.e. any internet center or internet facility available at their residence. Incase if the net facility is not available, candidates can approach any of the helpline centers near their home. For such facility, Government has set up 51 helpline centers in all district headquarters. But, if the candidate wishes counselling through a net center, he/she has to be very prompt about options and should choose the correct option carefully, don not try to completely depend upon the net center agent in selection of options regarding courses and colleges which may lead the candidate to loose his admission.
Counselling Begins:
As per the notification, EAMCET counselling was supposed to start from July 31 and end on August 16 for the academic year 2009 – 2010, for which ranks have been announced.
Sometimes, due to server problems students and parents panic over the courses selected being cleared even after saving the options. So, APSCHE has come up with a new schedule for counseling, which would begin on August 3 and end on August 25.
Candidates who have already exercised options from Rank. No. 1 to 50,000 between 31.07.2009 and 02.08.2009 may also exercise options if they desire so. Options given would be frozen at midnight on 25.08.2009. The schedule for going to Helpline Centers for Changing Options, after paying Rs.600/- would be 27.08.2009 for Ranks No. 1 to 1,00,000 and 28.08.2009 for Ranks. No. 1, 00,001 to Last Rank. Allotment of seats would be made on 31.08.2009. However, there is no change in the Schedule for Certificate Verification.
Step 1: Verification of Certificates:
Candidates have to register by paying a fee of Rs. 200 at any helpline centre for certificate verification.
Certificate verification for special categories like physically- challenged, CAP, Sports, NCC and Anglo-Indian would be done at Sanketika Vidya Bhavan, Masab Tank in Hyderabad only. The details of counselling are available on websites www.apsche.org, www.apeamcet.nic.in and http://apicet.nic.in
Candidates should produce the following certificates for verification:
1. Hall ticket of EAMCET - 2009
2. Rank Card of EAMCET-2009
3. SSC/ Intermediate or Equivalent marks memo
4. Study/Bonafide Certificate from III to X Class and Intermediate (10+2)
5. Caste Certificate of SC/ST/BC/Minorities (if applicable)
6. Income Certificate issued by MRO issued after 01.01.2009 also be submitted (in case the candidate - desires to claim fee exemption)
7. PH/NCC/CAP/Sports and Games Certificates (if applicable)
8. Transfer Certificate.
Candidates will be issued a receipt of certificates at helpline centres after verification.
Note: Those who have not attended the verification of certificates would not be included in further counselling process.
Step 2: Web Options facility for exercising
After Certificate Verification is done at helpline centres, a Blank Option Form, List of colleges and their courses, Courses and Course Codes would be given to all the Candidates for exercising their options. Based on the Course Codes and College Codes, Candidates have to write College Name and Courses which they intend to join. It is advisable to prepare such lists in consultation with parents and friends. Candidate has to prioritise and write Priority Number in the Blank Option Form which is essential to enter the options on the web. Candidates can exercise any number of options and can take print out if they desire. Helpline centres shall furnish the detailed procedure of Exercising Options.
Web options facility would be open from August 3 to August 25 for the list of ranks announced by APSCHE for EAMCET admissions. Candidates can exercise the option of choosing colleges and courses on the web on these dates.
Online counselling facets:
The online helpline centers are provided with big screens which display the colleges and vacant seats. Candidates have to take utmost care while choosing the options otherwise a minor mistake would be disastrous. They have to easily identify the colleges and courses looking at the screen and accordingly make their choices.
Step 3: Modifying the options and freezing:
The candidates can add, modify or delete the options any number of times within the stipulated time. Every third day for a range of rank holders, the options are frozen.
The higher ranked candidates are called for process of admission in terms of counselling on priority basis followed by middle and low level rankers respectively. Only those rank holders between the ranges would have access to the options, the next level rank holders are not given permission to exercise the options in the period stipulated for higher ranked candidates.

Step 4: Allotment of Seats
Availability of seats for EAMCET Qualifiers In all 1, 93,275 seats in 577 engineering colleges are available for EAMCET qualifiers this year under SW-I counselling. The process begins from August 3 to August 25 with the commencement of verification of certificates at 50 helpline centers set up in all the district headquarters. The final allotment of seats would be made on August 31, 2009 and candidates have to download the allotment order.
Number of seats available in each category:
48,310 seats in Computer Science Engineering (CSE), 53,120 seats in Electronics and Communication Engineering (ECE), 32,625 seats in Electrical and Electronics Engineering (EEE), 28,975 seats Information Technology (IT), 13,095 seats in Mechanical Engineering (MEC),11,005 seats in Civil Engineering(CIV).
Fortunately there is an additional 35,000 seats over last year and also the state has over 2.15 lakh engineering seats, which is the highest in the country.
About Quota Management seats:
The Government issued a GO increasing the quota management seats (B-Category) to 30% for engineering MBA and MCA courses. Earlier the ratio was 80:20 and now it is 70:30.
There are around 545 engineering colleges approved by the AICTE, in the State with around 1.75 lakh seats. The MCA and MBA seats number about 47,000 and 35,000 respectively. As per the new ratio, the number of engineering seats in the convener quota (A-category) including reservation seats has shrunk to 1.03 lakh, and to 32,900 and 24,500 in the case of MCA and MBA courses.
The reason behind the increase in the quota of management seats is based on government decision on not enhancing the tuition fees of 2009-10 though it was mandatory to enhance it after every three years.
Number of Colleges
As of now 531 engineering colleges exist, while another 90 are likely to be added. The total number of engineering colleges in the state stands at 631. Since 19 colleges have not fulfilled the necessary norms of AICTE, APSCHE has cancelled their entry into the list of colleges for counselling, Only 577 engineering colleges, out of which 21 are government colleges and the rest 556 are private are included in the list.
EAMCET Admissions committee has decided to allow admissions in errant engineering and pharmacy colleges, though JNTU-Hyderabad had earlier issued notices to 65 engineering and 19 pharmacy colleges for lack of faculty and infrastructure. The committee has decided to clear them by taking an undertaking from the college managements stating that they would comply with the norms at the earliest or else be liable for disaffiliation next year.
Since there is total web-based counselling for admissions 2009 which in turn lacks second phase of counselling, the officials were a bit generous on errant colleges. APSCHE has placed the entire list of colleges and courses on their website which would be accessible to the students.
Step 5: Payment of Seats & Reporting at college
Candidates with downloaded allotment order have to remit the fee in one of the designated banks and obtain a receipt. Then with the allotment order and fee receipts have to report at the respective colleges where the seat has been allotted within the dates mentioned. If candidates fail to report on the dates stipulated, the allotment stands cancelled and the candidates have no claim for further allotment.
Latest Updates on FEE Reimbursement Scheme and Fee Structures Earlier, Economically Backward Classes (EBCs) families with an income of up to Rs 2.5 lakh per annum could avail the tuition fee waiver under AICTE’s scheme. But, now only families with an income of below Rs 1 lakh p.a. can avail the state government’s total fee reimbursement scheme. Since the state government decided to stop AICTE’s tuition fee waiver scheme, it has extended the total fee reimbursement scheme to all students, whose annual family income is below Rs 1 lakh. There would be no free seats in engineering colleges this year.
Last year, about 5,000 students in the state had availed the AICTE’s scheme and secured seats in some of the top engineering colleges. The fee reimbursement scheme was applicable to only reserved quota students from BC, SC, ST, PHC and minorities during the last academic year. But the government had extended the scheme to students from EBCs from this year.
Most of the students feel that this would affect EBC students with income limit in the range of above Rs 1 lakh and below Rs 2.5 lakh losing the opportunity to pursue engineering courses and wish to have AICTE’s Scheme of availing tuition fee waiver. A few EBC unions are planning to meet the Chief Minister Dr Y.S. Rajasekhar Reddy, to urge him to continue the scheme.
Since the government was under pressure of private professional colleges and also the government offering scholarship to around 55% of the students in the state, excluding the economically backward classes, there is no chance of hiking the fee according to official sources. Moreover the increase in quota management is a clear indication and a feasible alternative for the college managements as well as the government for not hiking the fees.
