The Union Public Service Commission has been established under Article 315 of the Constitution of India. The Commission consists of a Chairman and nine Members. The terms and conditions of service of Chairman and Members of the Commission are governed by the Union Public Service Commission (Members) Regulations, 1969. The Commission is serviced by a Secretariat headed by a Secretary with two Additional Secretaries, a number of Joint Secretaries, Deputy Secretaries and other supporting staff.
The Union Public Service Commission has been entrusted with the following duties and role under the Constitution:
• Recruitment to services & posts under the Union through conduct of competitive examinations;
• Recruitment to services & posts under the Central Government by Selection through Interviews;
• Advising on the suitability of officers for appointment on promotion as well as transfer-on-deputation;
• Advising the Government on all matters relating to methods of Recruitment to various services and posts;
• Disciplinary cases relating to different civil services; and
• Miscellaneous matters relating to grant of extra ordinary pensions, reimbursement of legal expenses etc.
• The major role played by the Commission is to select persons to man the various Central Civil Services and Posts and the Services common to the Union and States (viz. All-India Services).
UPSC Special Class Railway Apprentices’ Examination 2010
The Union Public Service Commission also conducts the Special Class Railway Apprentices’ Examination 2010. The UPSC exam offers candidates to be part of the various services/post under the government department. All successful candidates who have cracked the examination are provided jobs. The syllabus of this UPSC special class railway apprentices’ exam will cover all the topics as mentioned in the application form.
The recruitment of the candidates into the Special Class Apprentices in the Mechanical Department of Indian Railways. The exam will be conducted at various places across the country for providing aspirants comfort. This UPSC exam is considered as one of the high profile and highly reputed exam. Every year a large number of candidates appear for this special class railway apprentices exam but the availability of seats are limited and the selection criteria is very tough. The selection is done in two parts - firstly written examination and secondly personality test of successful candidates. After these procedures the candidates who crack the personality test are provided jobs.
A candidate must also have passed the intermediate or an equivalent examination of a University or Board approved by the government of India with Mathematics and at least one of the subjects Physics and Chemistry, in first or second division. The candidate must be physically fit according to the Regulations given in Appendix-II of the Rules for the Special Class Railway Apprentices’ Examination, 2010 published in the Gazette of India dated August 28, 2010.
The selected candidates undergo a four-year rigorous training programme in Mechanical Engineering, for which the Institute has a Memorandum of Understanding with BIT, Mesra, Ranchi. The semester system of BIT, Mesra is followed, with workshop training sessions during the holidays at BIT, Mesra. The apprentices get a stipend in the scale of Rs. 4000-4400 with Dearness Allowance, making final emoluments up to Rs. 7400, apart from medical benefits, privilege passes and PTOs.
After successful completion of four years of training, the candidates join as Indian Railway Services of Mechanical Engineers (IRSME) Officers in Indian Railways to face a challenging and satisfying career.
The degree awarded is the Bachelor of Engineering degree in Mechanical Engineering after successful completion of four years of training. This degree is recognised by the All India Council for Technical Education.
