Dr.Raghunath, Camp Officer

The nail-biting tension of exams is over. Results are out and it is the counselling time. “Will I get admission into a good college? Will I get the branch of my choice?” are the FAQs from many students. The Career Guide decided it is the right time to get the right guidance from the right source. This interview with Dr.Raghunath will ease your tension and give you an orientation towards your future career plans.  

TCG: What are the probable dates for the EAMCET counselling?
KR: EAMCET engineering counselling starts on the 16th of July, medicine commences from the 22nd July. 

TCG: Can you please elaborate upon the admission process in Engineering and pharmacy colleges? 
KR: Sure. It is a clear cut and transparent process.
It starts like this- Soon after the rank cards are received by the candidates we will issue a notification in all popular daily Telugu news papers like Eenadu, Saakshi, and Andhra prabha. A detailed schedule of the rank-range, date, and timings for the counseling will be announced. It starts from the 1st to 500 ranks.
The notification from our side will specify all the necessary documents that need to be produced at the time of counseling.

There are six counselling centers – AU region- Vishakapatnam and Guntur. SVU region Tirupati and Kadappa. Telangana region, Hyderabad and Warangal. In addition to these we are adding two more centers for this year that is one at Government
institute of
printing technology in Secunderabad and the other is Government polytechnic Vijayawada. Thus all together there will be eight centers for this year’s EAMCET counselling.

Candidates have to be on time for the counselling sessions as every minute is valuable for us. Since we handle them (students) in thousands time is precious to each one of us. Hence, to make this process more systematic we take care of the timings, seating arrangements and announcements in the hall.

The counselling process is conducted this way-

Stage I.
· Candidates have to come with either of the parents or guardian.
· They will be placed at the waiting hall upon their entry.
· They will move to the registration hall for registration.
· Before entering the registration hall their original rank card will be collected at the main entrance. They will be made to sit there.
· All the rank cards will be collected and handed over to verification counter.
· Candidates will be regulated only by the rank card to the verification counter. All the certificates like intermediate marks memo, 10th marks memo, study certificates from sixth to twelfth and income certificate, if it is applicable. The caste certificate is also a mandatory.
· Candidates will be asked to produce all the original certificates and these will be verified

Stage II-
It is important to mention the local area of the candidate i.e., if they are OU local, AU local or SVU local. All the applicants will be assembled in a hall that has plasma screens where vacancy position will be displayed. Candidates can watch the vacancies and he/she will have an idea about the number of seats available. There after we will once again regulate them rank wise to the counselling counters. Thus, before they come to the counselling desk one option form will be given to the candidates. He/she has to fill up EAMCET hall ticket number, rank card and local area details, not to forget caste category.
One of our counselling officers will assist the candidate who comes in along with the parent at the counselling counter. According to the vacancies available candidate will be asked to enter the options in the order of priority, first, second, third, fourth and fifth options.

Stage III—
In the presence of the candidate these priorities will be entered in to the system

There after rank wise college allotments will be made in the automatically in a systematic manner. As soon as allotment is over he/she can see the branch that has been allotted. It is obvious that the branch the candidate has opted for is allotted according to the order of preference made.


Stage IV—
Finally the candidate signs upon the allotment order along with the parent.
The next step would be fees remittance at the bank counter and collection of the receipt. From there the candidate has to move to the allotment order issue counter where the allotment order is issued. The candidate collects all the receipts and leaves the premises.

TCG: What is the role of Camp Officer? 
KR: Camp officer is the chief officer who organizes the entire planning, coordination etc., for all the seven centers.

TCG: What are the certificates required when the candidate comes for counselling?
KR:   The candidate needs to carry the following documents-
1. SSC marks memo
2. Intermediate/ 12th marks memo
3. Study certificate from sixth grade to the intermediate/ 12th grade.
4. Income certificate, if it is applicable.
5. Caste certificate if it is applicable.
6. EAMCET rank card.
7. EAMCET hall ticket.
8. Relevant documents for students who are physically challenged or CAP (Children of Armed Personnel), participation in  NCC, sports etc.

TCG: Can you please elaborate upon the reservation policy or quota?
KR: If you look into this reservation the percentage for each category is as follows

SC  15%
ST  6%
BCA  7%
BCB  10%
BCC  1%
BCD  7%
BCE  4%

The remaining 50% is OC (Other Castes) In all these three categories there will be horizontal reservations Within this CAP (Children of Armed Personnel) quota is 2% NCC is 1%, Sports is ½ %, and PH (Physically Handicapped) is 3% this is called horizontal reservation.

TCG: What is the criterion for seat allotment for local and nonlocal?

KR: The qualifying examination for admission
is the Intermediate or plus two. If the candidate studied Intermediate in Telangana region and grade 6-10 in coastal region then he/she would be local to the A.U region. The criterion for being local is four years of continued education within his/her seven years of education.

TCG: Can you please give the details of the Fee structure? 
KR:   At present the fees structure is
Rs 27, 500/- and is likely to be revised.

TCG: How many seats are there for counselling - branch wise, if possible please can you also give us the category wise details?
KR:   We have to finalize the seats for counselling. We are yet to receive the information from technical education department after which we will have a clearer picture.

TCG: How many seats were left over last year? Category wise? 
KR:   Last year seats available under Convener Quota was 87,400 out of which 7,000 were left over.

TCG: What is the difference between first phase and second phase of counselling?
KR: As such there is no difference. If there are new colleges we will go for second counselling; otherwise it will be single phase.

TCG: How do you fill up women quota seats?
KR: In each category 33% or 1/3rd seats are reserved for women. First we will take care of the 33% and then we will go for general if more are qualified.

TCG: What is sliding of colleges and courses?
KR: In case, a candidate belongs to the category BCB and comes under open category, then he will slide to his own category for a better seat and that is called sliding. If any new colleges are coming up and the student wishes to migrate, this is also called sliding. The same procedure will be repeated. So he has to come twice or thrice and some times some candidates may have to come even six times.

TCG: Which were the most sought after courses last year? 
KR: Last year’s most sought after courses were CSE (Computer Sciences) and
ECE (Electronics and Communication Engineering)

TCG: What were the most preferred pvt colleges last year? Please can you name the first three?
KR:     Most preferred private colleges last year were CBIT, VASAVI, MATRUSRI, MAHATMA GANDHI, , and SRINIDHI. There are 337 colleges and all are equally good.

TCG: Please can you give our readers some information about the procedure of cancellation of seats? Is there any provision for on the spot educational loans?
KR:     If the candidate wants to cancel his allotment he can approach camp office where he/she has to pay Rs4000/- as cancellation fees (for OC) and for SC, ST it 3000/-.The remaining tuition fee will be refunded, Certificates will be given immediately.

Regarding Educational loans we just provide a platform for the banks to interact with our students during the counselling session to make enquiries about the availability of student education loans. We do not have any kind of tie up with any bank.

TCG: It is said that there were two to three windows for counselling last year, like for the minority, how do you justify the merit?
KR:     Minorities have their own counseling-SW2 window through which, Christian, Sikh, Muslim and other Minority colleges allot seats to their respective Minority students. Single Window 1 (SW1) is our convener window.

TCG: What is the cut off mark for counselling?
KR:    Students who have passed plus two or
any other equivalent exam with EAMCET rank are eligible. However seats are allotted on the basis of merit.
TCG: Can you explain about management and NRI quota and admission process?
KR: We are not aware of this.
TCG: Finally what do you advice the students as many parents are panicky about this?
KR: At counselling centers we provide the candidates with all the necessary information and guidance. Hence, there is no need to panic. Candidates can get online information from time to time, category-wise, course-wise and college-wise through our website eamcet.dte.gov.in
TCG: Is there any way to know the previous year’s ranking position?
KR: Yes, the information books with last year’s ranks, college, category and course wise are available with APSCHE. Students could also visit our website for further information.
