Web-Counselling Saves Time
The web-counselling proposed by the government for engineering admissions is to save time, so that commencements of the classes for the first years may not be delayed.
But there are reports that the proposed admission procedure is opening space for middlemen to fleece money from students in rural areas in the name of guidance.
Though the government is yet to issue the notification, the process has infused tension among students on the authenticity of the procedure adopted and this is creating confusion in the minds of students especially those in rural areas.
To create awareness among students and parents, experts suggest that mock counselling facility should be made available so that they can practice and get tuned to actual web-counselling. Creating such a facility is not a big task and it can be hosted on the websites of universities and the APSCHE.

Web-counselling will not drive anyone to confusion. It gives more credence to the concept itself. Moreover, web-counselling will save counselling time and gives way to begin the academic year of the engineering courses in time said the camp officer.
The web based counselling for EAMCET-2009 may begin in the second or third week of July. The counseling will be offered for around 40 courses this year. Admissions to MBA and MCA courses are also through web-counselling.
The web-counselling has been delayed as the decisions were pending regarding the changes in fee structure and the proper actions that need to be taken for the new engineering colleges seeking approval and recognition and such other things.
Earlier when counseling was conducted the candidates were first called to the counseling centres as per their ranks where the usual registration takes place and the next proceed to the certification verification stage. After finishing the certificate verifications, the candidates were given a ’scratch card’ which is to be used to select the colleges as per their choice. The students were given a chance to verify all the details such as the college chosen and course allotted before the allotment order is cleared.
In web-counselling, the main advantage for students and parents is they need not come to the counselling centre. And the candidates have sufficient amount of time for selecting the college and course. They can even consider their family and friends opinion.
Candidates can exercise their options from home or from any internet cafe or from any Help Line Centers and write option number, College code and course code he/she wishes to opt for. The candidates are informed that, they can add, modify or delete the options any number of times within stipulated time.
The allotments will be processed on the date mentioned in the notification based on merit and category and will be placed in the web. The candidates have to download the allotment order. This is final allotment and request for change will not be entertained.
Candidates need not be apprehensive of lower rank students getting admitted before the higher ranked students. The software is designed in such a way that the computer would not accept the allotment if it is not done in the sequence of ranks, the authorities said.
The candidates have to download the Challan form for payment of fee or collect it from helpline centre. With downloaded allotment order the candidates have to remit the fees in one of the branches of Andhra Bank or Indian Bank in the State and obtain a receipt.
However, in respect of SC/ST/BC/PH/Minority a candidate whose parental income is up to one lakh per annum, payment of Tuition fee and Special fee is exempted. With the downloaded allotment order, fee receipt etc., the candidates have to report at the respective Colleges in which his/her seat is allotted within the dates mentioned by the authorities. If the candidate fails to report on or before the date stipulated by the authority the allotment made in favour of the candidate will be treated as cancelled and will have no further claim on the allotment.
The entire counselling process will be completed in the first phase. If large numbers of seats are left vacant, they will be filled in the second phase. There after if any seats are left over, they will be handed over to the college managements.
The counselling officers at Help Line Centres will also give information about the colleges, hostel facilities and the faculty. To redress the grievances of students, the government has set up 50 Help Line Centres, said the Camp Officer.

Students should plan their requirements prior to counselling. That is to say that the candidates have to be ready with information like the choice of courses, colleges in order of priority listed.
