Computer training in State schools lopsided

The State government which takes pride as one of the leading IT hubs in the country has not succeeded in imparting computer training to government school students as envisaged under the two centrally-sponsored schemes, according to the CAG report for 2010-11.Of 10,331 high schools, the State planned coverage of 7,300 high schools under two Central projects and one State project. But it could cover only 6,300 schools.Poor planning and lack of monitoring of projects resulted in about 2,500 computers in over 200 schools, lying unused in five sampled districts including Khammam.

The reason being, the report said, that the State instead of selecting new 1,000 schools for computer education, included same old 1,000 schools that were already covered in the State project, under the ICT-1300. This was done to ensure that these schools would continue to receive computer education till 2014, after the State project ended in 2009 after two extensions. As a result, the old computers were dumped to give place for new computers under the new project. These lapses came out after the CAG assessed the implementation of computer education in schools under the two centrally-sponsored projects — ICT-5000 (2008 to 2013) and ICT -1300 (2009 to 2014) and the State's own ‘Computer Education in 1,000 schools' project implemented from 2002 to 2007. The report pointed out to several lapses in the implementation of the projects. There was no check by the School Education Department to ensure that the agencies that were given contract to impart computer education complied with the agreement.

Lack of compliance with tendering procedures, non-synchronisation of computer education schedule with academic years, failure to ensure continued computer education after closure of project were other drawbacks.
