Colleges threaten to boycott admissions

The private managements,however,have threatened to boycott the entire admission process if any changes are made in the management quota selection for the current year.The classes are slated to begin on August 1.
Justice Nagarjuna Reddy made these interim orders in a batch of writ petitions filed by Pranavnath Goud and other aspirants for the C category (Management quota) seats in the 22 private medical colleges in the state.The judge directed the medical education director to ensure strict adherence to the rules and the earlier set of directions spelt out by a division bench of the court.The petitioners complained of large scale violation of the procedure prescribed under the AP Educational Institutional (Regulation of Admission and Prohibition of Capitation Fees) Act 1983 and AP Unaided Non-Minority Professional Institutions (Regulation of admission into under graduate medical and dental professional courses) Rules 2007.In his interim order,the judge recalled the various directives that need to be followed by the private education institutions which include: the need for individual college managements to give a notification in leading newspapers inviting applications from eligible candidates;need to publish in two leading dailies (English and vernacular) seats that are to be filled up;the notification would require entire information on the process to be followed;name and designation of the authority to whom complaints can be addressed along with telephone numbers on the application forms.
The email and postal address are also to be displayed on the website;admission forms can be uploaded on the website of the institution so that the prospective candidate can download the same;candidates be enabled to fill up and submit their forms electronically apart from posting through courier their applications along with relevant documents;the managements are also required to send the list of applications received along with particulars of their merit.The same shall also be uploaded and displayed on the website;the same shall also be communicated to the Director of Medical Education and NTR Health University;time to submit the application forms must be notified and reasonable time allotted to the candidates for submitting the same;complaints from aggrieved parties must be disposed of by the inspecting authority constituted under the Rules within 7 days and communicated.In the cases before the judge,the petitioners complained that none of the colleges have followed any of the said procedures.It is alleged that while some college managements gave evasive replies stating that seats have already been filled up,some even refused to answer the queries.It is also alleged that till today,none of the 22 private medical colleges have made any notification nor issued application forms.
Responding to the judgment,the managements of private medical colleges threatened that if any changes are introduced in the admission process this year,they will go for a total boycott of admissions putting the future of 3,300 students at stake.Talking to TOI,Dr G Bhaskar Rao,treasurer of AP Private Medical and Dental Colleges Managements Association said,This last minute confusion is annoying.About a month-and-a-half ago,the Supreme Court had given a judgment that any policy decisions or changes in the admission process should be done in April and implemented from May.Now,nobody can do anything.Changes if any can be introduced only from the next academic year, said Dr Rao.Rao urged the state to enforce the Supreme Courts 2002 (TMA Pai) judgment that said that state cannot impose its reservation policy on minority and non-minority unaided private colleges,including professional colleges.If this judgment is implemented,we will ensure 100% transparency, he said.Ironically,it was only a few days ago that Dr Vishnu Prasad,director of medical education (academics) had told TOI that the decision to follow the merit list in awarding seats rests with private college managements.
